Pennsylvania Opens Application Process for New Pure Online Casino Licenses
Now, businesses operating outside of Pennsylvania can seek qualification as a gaming entity. This designation will enable operators to acquire one of three online gaming license classifications offered in the commonwealth.

Previously, only companies with a physical presence, and online operators holding a market access agreement with such a casino, were eligible to apply for online gaming licenses. However, the PGCB periodically permits out-of-state entities to apply for licenses to offer games of chance within the state. The initial application process occurred at the end of 2018, making this the second time the regulator has opened the process.
